                                following is an email sent to  Information Commissioner concerning the complete lack of response I have received regarding my request .
Documents I have already received clearly  show  he is corrupt and fails to follow  necessary guidelines in investigations
I would promptly  recommend you respond to my request.
The refusal to acknowledge this clearly shows Karin Fisher and Steve Sedgick are aware  that their actions  are a breach of guidelines set by the Federal Government

I refer to the two emails  following that I sent to the Freedom of Information officer at the Australian Public Service Commission 7 and 14 days ago to which I have received no response.
I have already received documents from the APSC which clearly show a complete  lack of compiance with  Commonwealth  Investigation standards and also show how the Commissioner Steve Sedgwick uses  his position of power to cover-up corrupt practices in Government departments.
Under Freedom of Information I am requesting a copy of the emails or letters sent to Agency Heads requesting information on the allegations  when a complaint is made under S16 or Section 41(F) of th Australian Public Service Act in the financial year 2009-20010.
I would appreciate a quick response.

Hi Chris ,
 I emailed you last week and requested under Freedom of information  that I obtain a copy of all the emails or similar sent to Agency Heads concerning complaints  under S41 0f the APS Act in the past financial year.  As yet I have received no reply.
I now also am seeking a copy Under Freedom of Information  of the APS   internal manuel for procedures for Government employees.

Bankruptcy Act/ Veronique Ingram/ Commissioner Steve Sedgwick

ITSA is the Federal Government Agency responsible for the Bankruptcy Act.
Veronique Ingram is the Inspector General in Bankruptcy who is responsible for the overall management of ITSA.
Although Veronique Ingram is fucking everyone over the Australian Public Service commissioner has decided to protect her....................
so WHY???????????????????

Australian Public Service Values, Code of conduct and Ethical Behavior
The Australian Public Service Commissioner Steve Sedgwick successfully covered up atrocious conduct at ITSA in February 2012. It is not known what Veronique Ingram did for Steve Sedgwick in return for this.
Information on the Values and Code of conduct is given to each new employee at ITSA and posted on ITSA's internet. However with Veronique Ingram, Mathew Osborne , Mark Findlay and Adam Toma fucking everyone over there is very little point.
The Commissioner Steve Sedgwick has special formal procedures also in place for fucking over anyone who reports breaches of Conduct and reporting whistleblowers.
The commissioner has formulated a procedure where the Agency Heads are emailed and asked to respond to allegations. The agency Heads then respond that it is all bullshit and then the matter is closed....... So who is fucking Steve Sedgwick to come to the conclusion that this should be covered up?????????????????
During July 2010 the Australian Public service commission conducted training sessions at ITSA in all ITSA sites on the Values and code of conduct. It cannot be established at this time whether it was the same code of Conduct that Veronique Ingram Matthew Osborne, Adam Toma and Mark Findlay which is to fuck everyone over. This special code of conduct that allows senior Management to fuck everyone over was approved by Commissioner Sedgwick in February 2012.
It also appears Senator John Fawlkner NSW ALP Senator believes this Code of conduct of fucking everyone over is particularly good for the Australian Public Service.

Why are reports of misconduct shelved?

Statistics produced by Australia’s corporate regulator reveal that it treats only 11% of  the unfavourable  statutory reports it receives from insolvency practitioners  as serious enough to warrant any action.
Insolvency practitioners must lodge a report with the Australian Securities and Investments Commission (ASIC) when they suspect an offence under any Australian law relating to the company to which they are appointed.
In one of ASIC’s submissions to the Senate Committee’s inquiry into liquidators and administrators (see page 76 of the March 2010 submission), there is a chart showing the number of such reports – described as “reports of alleged misconduct or suspicious activity” –  received in the financial  years 2007, 2008 and 2009, and in the 6 months to December 2009.

The chart in ASIC’s first submission reveals that during the period 1/7/2006 to 31/12/2009 ASIC received 20,225 “inital” statutory reports alleging misconduct or suspicious activity.  Of those only 2,918 (14.4%) were flagged or  escalated for further consideration.
In the 06/07 and 07/08 financial years the number of reports escalated equalled 17%.  But in the 08/09 financial year and the half year to December 2009,  that figure dropped to 11%.
Why are 89% of reports by liquidators and administrators not acted upon?  There would be several reasons.  Isn’t the public entitled to know what those reasons are and how many cases there are in each category?

Of the 401 complaints received in 2010–11, 335 were against registered trustees and the Official Trustee (343 in 2009–10).
These complaints encompassed six main areas: 

    ..lack of information or responsiveness 29% (25%) ..decisions concerning the claiming or disposal of assets 21% (21%) ..the extent of trustees’ fees and costs 10% (11%) ..delays in the administration or lack of action 15% (9%) ..inappropriate conduct or conflict of interest 9% (11%) ..income and contribution liability assessments 5% (4%)

Anything higher than a category 4 should be referred to the Minister.
The Ombudsman usually do a deal prior to this with the agency and send you a letter telling you to fuck off as they have solved the problem.



Also note only 20-25per cent of complaints are investigated.
